- that is the Ram Air Turbine generator - it's mounted under the wing, not far from the leading edge and is dropped out into the slipstream to provide very basic power in a complete electrical failure situation. It just needs someone to go outside and push it back up into the wing if it's deployed while the aircraft is on the ground.
